The Board recognizes the value of public comment on educational issues, and provides this time for members of the audience to address the Board on any school-related matter not on this agenda. The Board can take no action at this time. Speakers are requested to identify themselves prior to addressing the Board and will be heard for up to three (3) minutes. The presiding officer of the Board shall determine, based on time constraints of the Board, whether some time less than three (3) minutes shall be allocated to individual speakers.

12.A. Classroom Reopening Plan Update (approx. 6:25 pm)

Dr. Taupier will present the latest information on COVID-19 status and the plans for return to in-person instruction.
12.B. Discuss and Take Action on the 2020/21 Comprehensive School Site Safety Plans (approx. 6:55 p.m.)
Recommended Motion:
Staff recommends the approval of the 2020/21 Comprehensive School Site Safety Plans.
Rationale:

Education Code 32280-32288 and California Education Code Board Policy and Administrative Regulations 0450(a)(b) require Comprehensive School Safety Plans (CSSSP) be updated and approved by the Board of Trustees annually by March 1st. Additionally the CSSSPs must be approved by the School Site Councils. Copies of all CSSSPs are on file at each site and at the District Office.

The Comprehensive School Safety Plan shall be used to provide details regarding each school’s strategies, programs and procedures to support a safe school environment. The CDE outlines 11 key requirements of all schools operating any Kindergarten and any grades 1 to 12, inclusive, to write and develop a school safety plan relevant to the needs and resources of that particular school.

Requirements are:

• Assessment on school crime committed on school campuses and at school-related functions
• Child abuse reporting procedures
• Disaster procedures
• Suspension and expulsion policies
• Procedures to notify teachers of dangerous pupils
• Discrimination and harassment policies
• School wide dress code policies
• Procedures for safe ingress and egress
• Policies enacted to maintain a safe and orderly environment
• Rules and procedures on school discipline
• Hate crime reporting procedures

The information contained in a school’s safety plan may be supplemented by information not specified in the California Education Code sections 32280-32289.  

The continued work on the school site safety plans will involve each principal working with staff, parents, law enforcement, and other stakeholders, including school site councils, to assess their school environments and focus on specific areas that need attention.

13.C. Second Reading of Revision to Exhibit 1330: Use of School Facilities

Financial Impact:
If approved by the Board, these proposed rates increases will raise revenues commensurate with increased costs for renting them out for community use.
Quick Summary / Abstract:
This proposed update to Exhibit 1330 relates to increasing facility rental rates by 2.0% effective September 2021 consistent with Board Policy and the San Francisco MSA Consumer Price Index (i.e. Bay Area CPI).  These rates were last updated last school year and will continue on an annual basis given potential CPI increases in the future.

Rationale:

California School Boards Association (CSBA) recommends policy updates on a regular basis.  The current public platform for TUHSD policies will no longer be available as of July 1, 2021, when the new Gamut platform will be activated.  The attached list of policies can be deleted as they are outdated and new policies have been adopted.

Staff recommends the removal of outdated policy, regulation, and exhibits as noted on the attached list.
